Workplace Noise Assessments: Why Hearing Protection Is Not A Complete Solution
Noise at work is easy to underestimate.
In many workplaces, loud noise becomes part of the normal background. People raise their voices without thinking about it. Machinery, tools, vehicles, extraction systems, compressors or production processes run every day. Employees get used to the environment and may not realise that their hearing is being damaged gradually.
That is one of the biggest challenges with workplace noise.
Unlike a cut, burn or fall, hearing damage may not be immediately obvious. It can build up over time. By the time someone notices that they are struggling to hear conversation, turning up the television, missing sounds or experiencing tinnitus, the damage may already be permanent.
This is why workplace noise assessments matter.
They are not just about handing out ear defenders. They are about understanding noise exposure, reducing risk at source where possible, and making sure hearing protection is used as part of a wider control system rather than as the only answer.
Why Workplace Noise Risk Is Often Underestimated
Many businesses do not think of noise as a major health and safety issue unless the workplace is obviously loud.
They may assume noise only matters in heavy manufacturing, construction, engineering or industrial environments. Those sectors are certainly relevant, but they are not the only places where noise exposure can become a problem.

What The Law Says About Noise At Work
The Control of Noise at Work Regulations 2005 require employers to prevent or reduce risks to health and safety from exposure to noise at work.
The Health and Safety Executive explains that the level at which employers must assess the risk to workers’ health and provide information and training is 80 dB(A). The level at which employers must provide hearing protection and hearing protection zones is 85 dB(A). There is also an exposure limit value of 87 dB(A), taking account of any reduction provided by hearing protection, above which workers must not be exposed. The HSE’s guidance on the Control of Noise at Work Regulations gives a clear summary of these action and limit values.
These figures matter, but they are often misunderstood.
They are not simply a question of taking one sound reading and deciding whether everything is fine. Noise exposure is usually assessed as daily or weekly personal exposure, taking into account both the noise level and the duration of exposure.
That means time matters.
A higher noise level for a shorter period can be as important as a lower noise level for longer. Peak noise can also matter, especially where sudden impacts or explosive sounds occur.
A proper noise assessment needs to consider exposure, not just whether the workplace seems loud.
Hearing Protection Is Not The First Answer
A common mistake is assuming that workplace noise can be managed simply by issuing ear defenders or ear plugs.
Hearing protection can be important, but it should not be the first or only control.
The better approach is to consider whether noise exposure can be reduced at source. That may involve changing the process, replacing noisy equipment, improving maintenance, enclosing noisy machinery, using acoustic screens, isolating vibration, reducing impact noise, changing work patterns or moving people away from the source.
Only after considering those options should the business rely on hearing protection as part of the control strategy.
This is important because hearing protection has limitations.
It only works if it is suitable, correctly selected, properly fitted, worn consistently, maintained and replaced when needed. If workers remove it for comfort, communication, convenience or because they do not believe it is necessary, the protection is reduced or lost.
Hearing protection can also create other problems if chosen poorly. Over-protection can make it harder for workers to hear alarms, vehicles, warnings or speech. Poorly fitting protection may give a false sense of security. Ear plugs may be inserted incorrectly. Ear defenders may not seal properly if worn with glasses, hats, facial hair or other equipment.
So the aim should not be “give everyone hearing protection and move on”.
The aim should be to reduce exposure as far as reasonably practicable, then use hearing protection where it is still needed.
The Problem With “Everyone Has Ear Defenders”
One of the most common weaknesses in noise management is the phrase, “Everyone has ear defenders.”
That statement does not answer the key questions.
Are the ear defenders suitable for the level and type of noise?
Do they reduce exposure enough?
Do they overprotect?
Are they comfortable enough to be worn properly?
Are they compatible with other PPE?
Are they being worn in the right areas?
Are workers trained to use them?
Are they inspected and replaced?
Are visitors and contractors controlled?
Has the business reduced noise at source first?
A workplace can have hearing protection available and still fail to manage noise properly.
Hearing protection must be part of a managed system. That system needs to include assessment, selection, training, supervision, maintenance, signage, review and health surveillance where required.
Without that system, ear defenders become a visible symbol of control rather than proof that risk is controlled.
When Is A Noise Assessment Needed?
A noise assessment is needed where employees may be exposed to noise at or above the lower exposure action values, or where there is reason to believe noise could create risk.
In practical terms, warning signs may include:
- people needing to raise their voices to speak at normal conversation distance
- employees reporting ringing in the ears after work
- workers using noisy powered tools or machinery
- impact noise, hammering, cutting, grinding or compressed air use
- noisy plant, extraction or compressors
- employees working in noisy areas for long periods
- previous complaints about noise
- existing use of hearing protection without a clear assessment
- uncertainty about whether exposure is above action values
A noise assessment should not be delayed until someone reports hearing loss.
By that stage, harm may already have occurred.
The assessment should identify who is exposed, what they are exposed to, for how long, whether action values are likely to be exceeded, what controls are in place, and what further action is needed.
Noise Measurement Needs To Be Meaningful
Noise measurement is more than pointing a meter at a machine and writing down a number.
A meaningful noise assessment needs to consider the actual work pattern.
That includes:
- which employees are exposed
- where they work
- how long they spend in noisy areas
- which tasks create the highest exposure
- whether exposure varies from day to day
- whether there are peak noise events
- whether employees move between different areas
- whether noisy tasks can be planned differently
- whether controls are used properly
For example, a machine may produce a certain noise level, but one worker may only pass it occasionally while another stands beside it for most of the day. Their exposure will be very different.
Similarly, an operator may use several noisy tools for short periods. None of those tasks alone may seem excessive, but the combined exposure may be significant.
This is why competent assessment is important. The goal is not just to collect readings. The goal is to understand personal exposure and decide what controls are needed.
Daily And Weekly Exposure
Noise exposure is usually considered over a working day. However, weekly exposure may be relevant where daily exposure varies significantly.
For example, an employee may have one very noisy day and several quieter days, or work patterns may change depending on production schedules, maintenance work or site visits.
A proper assessment should consider the pattern of work.
It should not simply assume that a single measurement represents every day.
This is especially relevant in businesses where noise exposure is intermittent, seasonal, task-based or dependent on customer demand.
The more variable the work, the more important it is to understand how exposure changes.
Peak Noise Should Not Be Ignored
Some workplaces may not have continuous high noise but may still expose workers to sudden loud sounds.
Examples include:
- impact tools
- cartridge-operated tools
- hammering
- metal-on-metal impact
- explosive release of compressed air
- drop testing
- shooting ranges
- entertainment sound systems
- certain manufacturing processes
Peak sound pressure can create risk even where average daily exposure appears lower.

- fitting acoustic guards or panels
- using damping materials
- maintaining machinery properly
- replacing worn bearings, blades or components
- reducing vibration
- using quieter compressed air nozzles
- separating noisy equipment from workstations
- relocating workers away from noise sources
- introducing acoustic screens
- reducing impact between materials
- changing work methods
- limiting time spent in noisy areas
Maintenance is particularly important.
A machine may become noisier over time because of wear, vibration, loosened parts, poor lubrication or damaged components. That increase in noise may also indicate reduced reliability or a developing mechanical problem.
Noise control can therefore support both health protection and operational performance.
Hearing Protection Zones
Where noise exposure reaches the upper exposure action values and cannot be reduced sufficiently by other means, hearing protection zones may be required.
These are areas where hearing protection must be worn.
A hearing protection zone should be clearly identified, marked and managed. It should not be treated as a casual suggestion.
However, businesses should avoid creating unnecessarily large or poorly defined hearing protection zones.
If a whole building is labelled as a hearing protection zone because one machine is noisy, workers may lose confidence in the system. They may also wear protection in areas where it is not needed, which can affect communication and awareness.
The zone should match the risk.
That means understanding where exposure occurs and making the requirement clear.
Selecting Suitable Hearing Protection
Choosing hearing protection is not simply a matter of buying the highest-rated product.
The protection must be suitable for the noise level, the task and the worker.
Too little protection leaves hearing at risk. Too much protection can isolate workers from important sounds. Poor comfort reduces compliance. Incompatibility with other PPE can reduce effectiveness.
Selection should consider:
- the noise level and frequency
- whether protection reduces exposure enough
- whether it overprotects
- comfort
- fit
- hygiene
- compatibility with helmets, eye protection or respiratory protection
- communication needs
- alarms and warning sounds
- the working environment
- whether custom protection is needed
Workers should be involved where possible, because comfort and practicality affect whether protection is worn properly.
A technically suitable product that people do not wear consistently is not an effective control.
Training And Supervision
Employees need to understand why noise controls matter.
If workers do not believe the risk is real, they may remove hearing protection, ignore hearing protection zones or resist changes to working methods.
Training should explain:
- the health effects of noise exposure
- how hearing damage can develop gradually
- what tinnitus is
- where noise risks exist in the workplace
- what controls are in place
- when hearing protection must be worn
- how to fit and use hearing protection correctly
- how to look after hearing protection
- how to report defects or concerns
- what health surveillance involves where relevant
Supervision is also important.
If hearing protection zones exist but managers allow people to enter without protection, the system quickly loses credibility. If shortcuts are tolerated, they become normal.
Good noise management requires consistent expectations.
Health Surveillance And Hearing Checks
Where employees are likely to be regularly exposed above the upper exposure action values, health surveillance is required. The HSE states that employers must provide hearing checks for all employees likely to be regularly exposed above those upper action values, or who are at risk for another reason, such as existing hearing loss or particular sensitivity to damage. Health surveillance is not a substitute for controlling noise.
It is a way of checking whether controls are working and whether workers show early signs of hearing damage.
If hearing checks identify problems, the business should not simply file the results. It should review the noise assessment, control measures, hearing protection, training and supervision.
The purpose is prevention, not just record keeping.
Noise-Induced Hearing Loss Is Usually Permanent
Noise-induced hearing loss is serious because it is often permanent.
Once hearing is damaged, it may not recover. Tinnitus can also be long-term and distressing.
This can affect a person’s work, home life, communication, confidence and mental wellbeing.
Because the damage can develop slowly, employees may not connect it to their work until it is advanced. They may think reduced hearing is simply part of ageing. They may not report symptoms early.
That makes prevention especially important.
A workplace noise assessment is not just a compliance exercise. It is a way of protecting people from harm that may affect the rest of their lives.
Contractors, Visitors And Temporary Workers
Noise risk may also affect people who are not permanent employees.
Contractors may work in noisy areas. Visitors may enter workshops or production spaces. Temporary workers may be exposed during busy periods. Maintenance workers may carry out particularly noisy tasks for short periods.
These groups need to be considered.
They may not know where hearing protection is required. They may not understand site rules. They may bring noisy equipment onto site. They may work outside normal hours when supervision is reduced.
Noise management should therefore link with induction, contractor control, permits to work and visitor procedures where relevant.
Office And Low-Risk Environments
Most office environments will not need a detailed noise assessment in the same way as a manufacturing or workshop environment.
However, noise can still affect comfort, concentration and wellbeing.
Open-plan offices, call centres, shared workspaces and hybrid working environments may create issues with distraction, stress or communication, even where exposure is not high enough to damage hearing.
This is a different type of issue from statutory noise exposure under the Noise at Work Regulations, but it can still affect productivity and employee experience.
Businesses should distinguish between harmful noise exposure and general workplace noise nuisance. Both may matter, but they require different responses.
Common Workplace Noise Assessment Failings
Common failings include:
- assuming noise is acceptable because workers are used to it
- issuing hearing protection without assessing exposure
- failing to reduce noise at source
- taking one-off readings without considering work patterns
- ignoring peak noise
- failing to consider maintenance-related noise
- poor hearing protection selection
- unclear hearing protection zones
- lack of training
- weak supervision
- no health surveillance where required
- not reviewing changes in equipment or process
- ignoring contractors and temporary workers
- failing to act on hearing test results
These issues are often easy to fix once they are identified.
The challenge is recognising that noise needs active management.
What A Good Noise Assessment Should Cover
A good workplace noise assessment should identify who is exposed, what they are exposed to, and whether action is needed.
It should consider:
- noisy areas, equipment and tasks
- employees and others who may be exposed
- daily or weekly exposure
- peak noise
- duration and frequency of exposure
- whether action values are exceeded
- existing controls
- opportunities to reduce noise at source
- need for hearing protection
- hearing protection zones
- training requirements
- health surveillance requirements
- maintenance issues
- review arrangements
The assessment should lead to practical action.
It should not simply produce a table of decibel readings. It should help the business understand where risk exists and how to reduce it.
What Businesses Should Do Next

Ask:
- do people need to raise their voices to be heard?
- do employees use noisy tools or machinery?
- are ear defenders used without a clear assessment?
- do we know who is exposed and for how long?
- have we considered reducing noise at source?
- are hearing protection zones clearly marked?
- is hearing protection suitable and worn properly?
- have employees been trained?
- do we need health surveillance?
- have we reviewed changes in equipment, layout or workload?
- do contractors or temporary workers enter noisy areas?
If several answers are uncertain, a formal noise assessment may be needed.

Hearing protection has a place, but it is not a complete noise management strategy.
